The problem is that these buttons are not necessary on the toolbar by
default. Say, in Acrobat on Mac to put them here one should go to the menu
View > Show/Hide > Toolbar Items > Show Page Navigation Tools > [and then
select items]. Alternatively one can use menu View > Page Navigation > . or
just use hot keys Cmd -> and Cmd <- (for page up and down there are hot
keys as well)
