[texhax] LaTex VPAT

Hi Paul, Ryan,

TeX/LaTeX is not a commercial product but the result of a decades-long open
source development made by thousands of enthusiasts. Please see the
corresponding Wikipeda article (https://en.wikibooks.org/wiki/LaTeX).

I'd be willing to aid in the completion of the mentioned VPAT but need more
information on it. Is there a PDF form to fill? How does the process work?
