[texhax] broken link for outocp

[Schneider]

I stumbled across outocp and found it is in tex:

% which outocp
/usr/texbin/outocp

There is a man page that links to

https://www.gutenberg.eu.org/omega/

but that link is broken.  The manual page is dated 'September 2000'.

It's not obvious how to fix this.
