TeX itself and most macro packages are free. Editors vary, though a
large number of TeX-focussed editors are available under open licenses.
I'd recommend downloading TeX Live (http://tug.org/texlive) as a
starting point: this will supply the TeX command line tools and leave
you free to pick an editor (or use a more general one).
