Specifying an explicit CTAN mirror doesn't help. It seems to me that the limit is being imposed by your internal network and you need to find your network administrators. TL certainly does have any such limits itself, nor do any (let alone all) of the regular CTAN hosts have such a draconian limit as 2 users. Good luck ... Karl
