[texhax] localising environments

with

\newcommand*{\eqenvironment}[2]{\newenvironment{#1}{\csname#2\endcsname}{\csname
end#2\endcsname}}

I can localise any kind of environment. For example, to localise abstract
environment I can say,

\eqenvironment{چکیده}{abstract}

but I do not know why this does not work for verbatim:

\eqenvironment{ورباتیم}{verbatim}

gives the following error:

 Runaway argument?

^^M^^M\پایان{کلمه‌به‌کلمه}^^M\پایان{نوشتا\ETC.

! File ended while scanning use of \@xverbatim.
