Hello,

A workaround for non-intensive use could be like:

\def\barequiv{\hbox{\setbox0=\hbox{ $\equiv$ }\setbox1=\hbox 
to\wd0{\hss$|$\hss}\wd0=0pt\box0\box1}}

$$ Aa \equiv aA $$
$$ Aa \barequiv aA $$

but it is not a definition of "mathematical" element - it does not do a 
proper spacing in math mode.
Probably 'mathchardef' should be engaged for more general solution (?).
