The best way is to use Rolf's overpic package.

It does exactly what you propose but has some options which make life
easier.  Unfortunately I don't find any documentation on CTAN but I
remember an article in the newsletter of DANTE, the German TeX user
group, some time ago.  As far as I remember it is more convenient than
using the picture environment directly.
