    due to this I am not able to progress any further please advice what
    to, if we have dvipng already part of the install how do I check for
    this in my install

If you followed the "quickinstall" instructions, you should have all the
packages, and thus it should be installed as bin/i386-linux/dvipng under
your TL root directory.  That is, if you're on i386-linux.  Whatever
kind of system ...

You should add /your/tl/root/bin/i386-linux (or whatever) to your PATH,
if you haven't already.
