Look for a file called texmf.cnf and read through it.  This will make much
clear about many of the texmf directories.  At least it did for me.

Texconfig calls texhash (or at least acts like it does) to update the
ls-R files.  You only need enough privilege to update the ls-R file that
is at the head of your /usr/local... tree.  If the others don't get
updated, it's no problem.
