    of an Arab Users Group, nor of TeX users from Africa. 

There are a few user groups in Africa (Morocco, South Africa), but none
are especially active to my knowledge.  http://tug.org/usergroups.html

TUG 2006 is taking place in Morocco, as it happens.  It is the first
major TeX conference in Africa, as far as I know.  http://tug.org/tug2006.
Azzeddine Lazrek, a professor at one of the big universities in
Marrakesh, is organizing it.  He's developed software and written
several papers on Arabic typesetting.

    Is this due to the fact that internet access is restricted in these
    parts of the world?

I haven't heard of significant Internet censorship anywhere but China
(where TUG'05 was, as it happens), but it's not something I try to keep
track of.
