I suppose that you know where to get the software from but you cannot
compile the binaries yourself.

What you can try is to download the sources to get the documentation
and what else you need and steal the binaries from

    http://tug.org/texlive/Contents/live/texlive/bin/win32/

Not a nice solution, but as a last resort it's worth to try.
