texexec (from ConTeXt) does many things.

And pdfjam (http://www2.warwick.ac.uk/fac/sci/statistics/staff/academic/firth/software/pdfjam/)
also offers pdfnup, pdfjoin and pdf90.

And of course pdfpages does probably everyhing you want. :-)
