I believe that those characters are typically done using math mode,  
or by super-imposing accents.

You should try Latin Modern, which is available here:

http://www.tug.org/tex-archive/fonts/lm/fonts/opentype/public/lm/

and may include those characters at their appropriate Unicode points  
--- if not, file a feature request where you note which Unicode page  
they should be on, what code points they use, what language(s)  
they're used for, and if possible, a pointer to a freely-available  
specimen image showing a nicely designed exemplar.
