[texhax] Converting AFM to TFM without any encoding

How can I convert my AFM file to TFM without defining any encoding? The
problem is that my AFM file is a raw file (mean no Unicode or any other
encoding is assigned to glyphs). And I want to convert that file to AFM. I
will access the glyphs in TeX file by glyphs positions in TFM file.

 

I have tried to use "AFM2TFM filename" but it only converts those glyphs
that have assigned some Unicode/ASCII value.
