dvipdfm was primarily the work of (US citizen) Mark Wicks, so perhaps
that would suffice.  Current dvipdfmx is maintained by (excellent)
volunteers in Korean.

    TeX -> DVI -> PS -> PDF, where I'm reasonably confident that
    all of the elements in the chain are US-written and sourced
    (TeX, DVIPS, Adobe Acrobat Distiller).

Or the (primarily) US-written Aladdin or GNU Ghostscript instead of
Adobe Distiller.

    Lockheed Martin from imposing such a ridiculous constraint ?

Amen -- although it may not be their constraint but rather that of the
US government :( ...
