[texhax] endless "labels may have changed"

I thought I knew, but seem to have forgotten: in LaTeX, with only \cites, no
\labels, no \refs, no \pagerefs, no etc., what's the most likely cause of an
endless loop of "LaTeX warning: labels may have changed, rerun to get
crossreferences right."?
