[texdoc] running from svn

I'd say symlink it into TEXMFLOCAL/texdoc. But unfortunately it will not
completely overwrite the regular texdoc.cnf (only options set in the two
files will be overwritten that way).

I wonder whether I should implement a special directive to put at the
end of a conf file saying: please don't read another conf file after
this one, thanks. It's the only clean (?) way I see atm.

PS: I must confess I do not run from the svn yet, but was precisely
thinking of this (atm all changes in the texdoc repo have been
immediately exported to tl, but it may change soon).
