No.  It would be crazy to try implement such preferential logic in kpse.
With the new --all, you can get all matches, that's as far as I can go.

    I still think that unique file names make life easier.  
    
Indeed, non-unique names are the root of the problem.

    What is the problem with manual pages called 'dvips.1.pdf'?

I am not necessarily opposed to this.  But for packages which have
nothing *but* man pages, texdoc foo should return the man page.
It just moves the special case from one side to the other.

That is why I asked about making a list of overlaps (and non-overlaps),
so we can make a decision based on facts.
