[tex-live] Install file of the TL should have unique name

Hi there,

after the following discussion:

install files of the TL used to have unique names.

But I noticed that's not the case anymore with the up to date TL 2016:
there are:

  ┌────
  │ install-tl-windows.bat
  │ install-tl-windows.exe
  └────

and some students of mine to who I provided this up to date TL 2016
didn't succeed to install it because they double-clicked on the `.exe'
instead of the `.bat' file.

It would be worth to fix this for TL 2017.
