[tex-live] profile option does not work for scheme-custom

Hi,

I have made a successful custom installation of TeXLive 2017 but a second
installation into another computer using the profile generated by
install-tl failed:

./install-tl --profile texlive.profile

said

Scheme scheme-custom not defined.

Installation log and profile file attached.
