I find 

	The master is
	ftp://tug.org/historic, and it is mirrored at
	ftp://ftp.math.utah.edu/pub/tex/historic and
	http://www.math.utah.edu/pub/tex/historic.

I maintain the Utah mirrors, and they appear to be working normally.

We had a semester-break operating system upgrade two nights ago that
took services away for about an hour, but otherwise, our servers
generally run for many months between reboots.
