I don't know why the registry is involved here. Maybe Siep has a clue.

Did anybody else got the same message?

Can you check whether bitmap2eps.exe works?  If not, can you remove
the wintools package (using tlmgr) and install it again?   Do you get
the same complaint?

The wintools package was updated yesterday because I added PDF
versions of the fontconfig manual pages.  But I didn't touch anything
in texlive/2016/bin/w32/.

Everything worked fine when I updated TL yesterday on Linux.  Sure,
there is no annoying registry on Unix...

After all, it would be nice to know whether

 1. you are the only one who got this message,

 2. bitmap2eps works despite the message,

 3. if not, re-installation works without complaints,

 4. Siep has a clue.
