[tex-live] tilde in file/folder names (again)

Due to a question on the miktex bug tracker I made some tests with
folders and file names with a tilde in it on windows10.

There was a long discussion about this in 2014, and there Akira
claimed that on texlive 2015 it should work:

But all my tests in tl15 and tl16 (and miktex) fail. 
They fail due to the active tilde with plain and latex, even if the
file names are quoted:

G:\>pdftex "Z-Temp\~foo\test-tilde"

with the other engines (xetex, luatex) one gets similar results.

Has there be some regression?
