[tex-live] pdftex segfault with \pdflastmatch

This plain tex document demonstrates \pdflastmatch failing if used after
a \pdfmatch that returned no matches.

\pdfmatch{a}{b}
\pdflastmatch0

segfaults  (for me on cygwin tl2016 pretest) and originally reported by
Henri Menke in stackexchange chat on Debian linux TL 2015.
