[tex-live] TL2016: biber 2.4 does not work with biblatex 3.4

Yes indeed I'm using BIBER_DEV_TESTS ... the upstream tar ball had
missed biblatex-biber-2.5/lib/Biber/Output/bblxml.pm
now it works here ;)
