[tex-live] problem after upgrading. on Windows 10.

Reinstalled everything and still the same problem.
The problem only happens with the 64bit executable,  the 32bit one is OK.

Now, after   fmtutil -sys --all   it works, thanks.
I don't know if this happened to others too
