Have you considered adding compiled kpathsea (and possibly other?)
libraries to TeX Live?  As far as I can tell, there's no simple way to
do this at present.

We use a set of perl bindings for the kpathsea library internally here
at the AMS, so every time we upgrade to a new version of TeX Live, I
rummage through the source code and compile the libraries separately.
If the libraries were installed by default (or at least as part of an
optional package), I'd consider releasing the perl bindings.  It would
presumably be pretty easy to put together similar bindings for python,
etc.
