Well, I have not set any TeX-related environment variables for many
years, but the current expansion of TEXMFCNF is surely completely
insane, hence my suggestion that perhaps over-riding it might be
justified in this case (until we can find why it is so badly screwed and
fix that) ...  Anyhow, below are the environment variables as reported
by SET; first set are from the VM, second from the host.  You will see
that none commence TeX.
