[tex-live] Identifying the cause of slow compilation

I have TeX Live 2014 installed on two similar Windows 7 64-bit systems;
each has 16Gb of RAM and a fast processor.  Neither is performing any
other significant tasks.  Yet a 500pp book which typesets in 30 seconds
on one machine requires almost seven times as long (03:15) on the other.
 TEXINPUTS.xetex is optimised on both machines as :

	 .;$TEXMF/tex/{plain,generic,}//

What is even more puzzling is that performing the compilation within a
32-bit VM on the "slow" machine is as fast (under TeX Live 2013) as the
compilation in the "fast" host system.

How should I go about identifying the cause of the bottleneck in the
slow system ?
