[tex-live] fmtutil-sys bug

Hi all,

examining my old installations I have found that cslatex-utf8.ini
disappeared from from TeX Live in 2012. I do not remember when I actually
used cslatex the last time, maybe in 2008. Maybe I was the unly person who
ever used this file. Unless anyone else complains, nothing needs to be done.
