that might be badly explained in the manual, but I do not think 

TLMGR --gui generate language

was ever meant to launch a gui. Like many other programmes tlmgr can do a lot more on the command line than via the gui.

So the fact that it ignores --gui in some of these cases are not surprising.

1a) The qualifier "--gui" in :

        TLMGR --gui generate

is ignored; no GUI is launched, and a series of text diagnostics appear
instead.  This contradicts the information given at
https://www.tug.org/texlive/doc/tlmgr.html#OPTIONS.


1b) The qualifier "--gui" in :

        TLMGR --gui generate language

is ignored; no GUI is launched, and all actions take place on the
commend line.


2) The scroll bar in the TLMGR GUI is dysfunctional; attempting to pull
it downwards causes it to perversely rise upwards instead.


3) The TLMGR GUI action "Rebuild format files" gives no indication that
it has completed successfully; the last line reads :

OK. xmltex.exe exists.              OK. pdfxmltex.exe exists.

whereas if it fails, tthe last lines read something along the lines of :

OK. xmltex.exe exists.              OK. pdfxmltex.exe exists.

I could not create 4 of format (base, mem) file(s):
luatex.fmt                          dviluatex.fmt
luajittex.fmt                       xetex.fmt

D:\TeX\Live\2014\bin\win32\runscript.tlu:652: command failed with exit
code 1:
fmtutil --all

The absence of an error message cannot really be taken as conclusive
evidence of successful completion, and the action "Update filenames
database" gives a clear message that it has completed successfully :

mktexlsr: Done.


4) The TLMGR GUI fails to remember its physical size and divider
positions across incarnations.
