not in the sense of providing a copy of the file.

it's exceedingly old (about 23 years old...), and its facilities seem to
be supported by the somewhat more modern pspicture package.  there are
several graphics packages more functional than pspicture, even.

i would recommend avoiding pspic, if at all possible.  it's likely to
behave erratically in modern latex installations

the advantage of the package's simplicity is that it might still work if
you download a copy to your working directory.  no promises...
