In this file:

1. it is said:
   - "either ; or : can be used to separate path components"
   - "Brace notation is supported, for example:
     /usr/local/{mytex,othertex}",
2. different syntaxes are used:
  - commas as separators with braces:

  │ TEXMFDBS = {!!$TEXMFSYSCONFIG,!!$TEXMFSYSVAR,!!$TEXMFLOCAL,!!$TEXMFDIST}
  ╰────
  - semi-colons as separators without braces:
  ╭────
  │ SYSTEXMF = $TEXMFSYSVAR;$TEXMFLOCAL;$TEXMFDIST
  ╰────

But, AFAICS, with or without surrounding braces:

  ╭────
  │ tlmgr conf texmf TEXMFHOME "~/texmf<separator>~/texmfbis"
  ╰────

  - on Linux works with <separator> be either "," or ";" or ":"
  - on Windows :
    - works with <separator> be either "," or ";"
    - doesn't works with <separator> be ":"

I strongly disagree. Some TeX users could be advanced enough to perform
some tests on personal trees but without want to know about
kpathsea. AFAIK, dealing with multiple personal trees is easy on
MiKTeX. For instance, see:
