[tex-live] Possible bugs in TeX-live 2013

This often hapens if a package is loaded automatically by another
package and you load the same package later and specify additional
options. If you cannot modify the package that loads babel and you
need additional options, load babel as the first package specifying
all your options and all options needed in the package that loads
babel. If you load the sam package for the second time, you can load
it with the same options or with some options missing but not with
