Would be good, maybe MiKTeX's texlua behaves different

Works. The relevant part of the url-encoded path is:
Weinmeisterstra%c3%9fe%2cBerlin

At least TeXLive's texlua expects utf-8 and only utf-8 for command line 
options, which is a problem on a standard Windows system.
