[tex-live] Problems with non-7bit characters in filename

Dear Ulrike,

> xelatex Äöü -> crash.

Try
set COMMAND_LINE_ENCODING=utf8
xelatex Äöü

It works for Japanese KANJI file names on Japanese windows.
I don't know it works for you.
(the variable only for the engines xetex, uptex, and euptex)
If it is convenient, you can write for your personal texmf.cnf:
command_line_encoding = utf8
