I am using graft instead, but both have the same concept.

I think it is easily possible. You need not even stow the whole
of TeX Live, but follow what w are doing with the tlmgr 
when installing links, namely to only stow the binaries (scripts)
from bin/<arch>, the man pages, and the info pages. All other
files do not need to be stowed, they are found without problems.

We provide a *very* similar option by linking the binaries (script)
into arbitrary dirs. See tlmgr help, action "path" for details.

THat way, you don't need stow, but you can use it if you want.
