[tex-live] arcs

In TeX Live 2013, \underarc{} and \overarc{} from the "arcs" package both prepend a font-size to their output,
example: "\underarc{ABC}" gives "6.0ptABC" --- along with the arc itself, which cannot be shown here.
This is clearly seen by running latex on the "arcstest.tex" file that comes with the package, from which result
"arcstest.ps" is attached.

E-mailing the package maintainer, Gianfranco Boggio–Togna at"gbt at acm.org"  returns "No such user."
