Wrapper scripts are created by distributions, not by CTAN. You can't
neither be sure that it is created nor when nor if all your users
will have access to such a wrapper (users using e.g. Texlive 2012 or
an older miktex will probably not get your package through a package
manager). So simply write "perhaps your distribution created a
wrapper.exe".
