[tex-live] hausarbeit-jura packaging bug

The directory texmf-dist/doc/latex/hausarbeit-jura contains two copies
of the README file, one of which is called "README." (including the dot).
It is a bug in the dtx, or rather (I believe) a bug in LaTeX dtx
processing which, as I understand it, will not create an extensionless
file. The combination with CTAN's rigorous enforcement of an
extensionless README is unfortunate, but ... irresistible/immovable/etc.
The only realistic workaround I know of is to write and distribute the
README separately.
It would be easy enough for me to remove the generated "README." when
doing the update in TL (it happens because I have to run the dtx), and I
thought about doing so, but somehow that doesn't seem exactly right
either. The fact is that it is "README." that is created, not "README".
So ... upstream bug. Which upstream, take your pick.
