path_fix_user.cmd can be run as regular user, and sets the user path
to something like a proper system path. At least, this is the system
path on my extremely base-bones 64-bits Windows 7 virtual machine,
plus your two Perl bin directories. This may be enough to get many
things working again.

Try to find a local knowledgeable person to fix the system path.
If there is no such person among your acquaintances, you can run the
other batchfile path_fix_system.cmd as administrator.
