They were not created on my computers most probably because of my
fmtutil-local.cnf. Now I have removed pdfcsplain lines from my
fmtutil-local.cnf, updated TL2013pretest and now I see exactly the
same as other users after fresh install. I do not want to experiment
with TL2012 now because I am in a middle of an important job.
