[tex-live] TL2013: Biber not working with labels containing accents

It's probably relevant to remember that biber isn't a bastardisation of bibtex. It's a backend data processor for biblatex. You can't use it as a replacement for bibtex in general. biblatex has always abused bibtex and uses it to produce, effectively, TeX databases rather than typeset output. biber just does a much better job of this for biblatex than bibtex could do (because bibtex wasn't designed for this use case anyway).
