install-tl.zip is always build from the latest sources, while
texlive.infra as installed on the system is the latest *released*
version, while the current version is shipped via tlcritical.

The reason is that fixing the installer is easy, but if we break 
texlive.infra and ship that, fixes might be difficult.

It is all thought out properly ;-)
