[tex-live] File not found within $TEXMFLOCAL under Windows

So $TEXMFLOCAL needs to be a TDS tree as well? I'd not realized that;
in fact I had a recollection (possibly a wrong one) that this used not
to be the case. Thank you for setting me straight.
