Martin, in TeX Live 2012 we still have

  $ dvisvgm --version
  dvisvgm 1.0.11

TeX Live 2013 will certainly provide a newer release and the
corresponding manual page.

Please note that binary packages are only updated once a year though
there might be newer stuff on CTAN.

This is already done by makefiles.  It's impossible to do such things
manually.
