[tex-live] Creating tlnet packages

Hi list

When I get the chance, I'd like to explore the possibility to create our 
own TL repository, like tlcontrib, for locally created stuff like letter 
classes etc. that cannot be added to ctan.

But is the information as to how one manage such a repo and how one 
build/prepare the packages available somewhere online?

For example, I will need to be able to install fonts and add maps files.
