.tds.zip files we can check as easily as you guys can; it's a long time
since we installed an out-of-date one.

not only must the licence be free, but we (i.e., i) have to be able to
tie it to the thing uploaded -- it's not good enough to upload with the
statement in the upload mail.  this is best done in source files with a
statement in an initial comment.  otf files quite often have a coherent
statement in them, but my memory is blank w.r.t. type 1 fonts.
