[tex-live] Question about package's update with tlmgr

Hello,

It'seem this year the problem exists again. On http://distrib-coffee.ipsl.jussieu.fr/pub/mirrors/ctan/systems/texlive/tlnet/tlpkg/texlive.tlpdb ledmac is verison 0.14 but in http://distrib-coffee.ipsl.jussieu.fr/pub/mirrors/ctan/macros/latex/contrib/ledmac/ it's version 0.16.

Is there a problem with package updated on  CTAN when tlmgr is frozen ?

How can I make tlmgr offer the last version of ledmad ?
